The Strategic Partnerships Division leads engagement of key partners in Canada’s health system and broader cancer community who are essential to implementing practice and policy changes that deliver on the priorities of the 2019-2029 Canadian Strategy for Cancer Control. The division is accountable for strategic and operational planning to ensure the implementation of the Strategy and progress against the eight priorities of the Strategy, working with the Partnership’s program teams and system partners to develop work plans, monitor progress, and regularly assess new and evolving work. The division leads communications activities to strategically support and profile the work of the Partnership and its partners in driving forward the priorities of the Strategy. The division works alongside First Nations, Inuit and Métis partners to design and deliver change to cancer systems as outlined in the Strategy, resulting in improved cancer care and outcomes. The division also functions as a source of advice and expertise for all teams at the Partnership.
Overview of Role
Reporting to the Vice President of Strategic Partnerships, this role is an exciting opportunity for a senior leader who is energized by the idea of evolving how a pan-Canadian health organization drives positive impact on the health outcomes of First Nations, Inuit and Métis people and partners through implementing the refreshed Canadian Strategy for Cancer Control.
- Work internally with the VP, Strategy and management team, and externally with First Nations, Inuit and Métis partners and the cancer system to advance Peoples-specific and self-determined priorities by focusing on the following:
- Leading efforts to advance a large-scale initiative in all provinces and territories, and identifying opportunities to further spread and scale work beyond 2022
- Engaging First Nations, Inuit and Métis partners, governments, organizations and communities to identify ways through which to implement the priorities of the refreshed Strategywhile enhancing collaboration across sectors to maximize efforts to address gaps in cancer care with First Nations, Inuit and Métis populations
- Leading the transformation of the team and the approach to the First Nations, Inuit and Métis work across the organization to ensure the priorities within the refreshed Strategyare implemented in a culturally appropriate way. This includes working with cancer control program teams (e.g., screening, prevention, diagnosis and care, person-centred perspective, etc.) to identify how best to engage First Nations, Inuit and Métis partners in the work and supporting a productive and culturally appropriate engagement process, as well as establishing internal structures and practices that support delivery of First Nations, Inuit and Métis work within cancer control programs.
- Create strategic linkages and collaborate on work plans within the Partnership:
- Work with all program areas on strategies to ensure First Nations, Inuit and Metis priorities are integrated in all work. This includes ongoing collaboration with Cancer Control, Strategic Partnerships and Cancer Systems, Performance and Innovation divisions within the organization
- Lead the development of knowledge mobilization plans that highlight partner work across the partner network as well as to the public
- Lead the establishment of an evaluation framework that is grounded in Indigenous ways of knowing
- Identify opportunities for strategic linkages and synergies with other programs, initiatives, and partners outside the organization, including National Indigenous Organizations, federal agencies, cancer agencies and programs, community providers, health care organizations, and health-related charities
- Provide strategic recommendations regarding the appropriate advisory mechanisms for the First Nations, Inuit and Métis work, and support those advisory mechanisms to ensure appropriate input and insight to guide the work
- Active participation in long-term planning to meet outcomes; define the First Nations, Inuit and Métis-related outcomes for projects/programs; develop annual plans and budgets in collaboration with Strategy and Project Management teams; oversee the development of project plans and provide leadership to support their implementation; evaluate initiatives and prepare project reports as needed (including quarterly risk and progress reports to the Board of Directors)
- Contribute to the strategic leadership and direction of the organization through participation on the Partnership’s Strategic Management Committee, which includes the CEO, Vice Presidents, Directors and Regional Leads, among other mechanisms
- Assist the Vice President, Strategic Partnerships and other senior management on First Nations, Inuit and Métis-related policy and processes
Essential Skills, Education and Experience
- Degree in policy, public health, health policy, health management, or related area; Master’s level preferred
- Minimum 10 years demonstrated management experience in implementing strategic initiatives ideally on a large scale multi-jurisdictional basis
- Within the above, demonstrated experience in and knowledge of:
- First Nations, Inuit and Métis health, social and cultural perspectives on health and wellness, and experience working with First Nations, Inuit and Métis communities and health systems to advance efforts
- First Nations, Inuit and Métis governance processes
- Cancer systems
- Stakeholder relations and strategy development; non-profit experience an asset
- Managing a team of motivated direct reports and cross functional teams
- Providing strategic recommendations that result in effective outcomes and knowledge management
- Strong internal and external relationship management skills, including ability to engage with and align efforts among multiple stakeholders in the development and implementation of strategy, particularly within the health care sector and First Nations, Inuit and Métis communities
- Well-developed management skills, including responsibility for budgets, managing program risks and implementation
- Ability to proactively lead and respond to change
- Strong verbal and written communication skills, ideally in both official languages
- Strong mentoring, coaching and knowledge-sharing skills, ability to interact and work effectively with staff
