About the Opportunity
Reporting to the Vice President Medicine and working within a co-leadership model with the Vice President of Zone Operations, the Zone Medical Executive Director is the most senior and executive medical position in each Zone. They are jointly accountable for providing the vision and leadership required to align and implement strategic planning, and deliver and evaluate a quality, accessible, sustainable and integrated health system. The Vice President Operations and Zone Medical Executive Director function as part of a dyad executive leadership model in which a clinical operation and medical leader are partnered in a shared decision-making relationship. In general, the Vice President Operations provides an operations perspective and the Zone Medical Executive Director ensures a clinical focus as they jointly make all major decisions and recommendations.
The Vice President Operations and Zone Medical Executive Director jointly establish the plan for the effective and efficient implementation, operationalization, management, and monitoring of provincially integrated clinical care initiatives and services; as well as quality improvement and measurement programs.
Additionally, the dyad provides executive leadership for the administration of zone-specific matters. The Vice President Operations and Zone Medical Executive Director must enable and support a provincial health system that is undertaking change, continual improvement, process reengineering and innovation to deliver on its commitment to excellence and enhanced performance. The dyad also conducts rigorous performance management and improvement.
Specific responsibilities for the Zone Medical Executive Director include activities related to quality and safety, physician workforce planning, recruitment, appointments and credentialing, and physician performance and physician leadership development.
Responsibilities
- Act as a strategic business advisor and medical resource to NS Health Executive Team, VP Medicine and Senior Leadership Team
- Identify, and lead the development and implementation of specific operational and clinical strategies, programs and initiatives and provide clinical and executive leadership to provincial initiatives, as assigned by the VP Medicine
- Provide senior clinical leadership and advocacy for major infrastructure projects that impact the delivery of services within the zone
- Ensure that all health services and activities delivered are aligned with objectives of NS Health
- Lead the collaboration and cooperation between Zones required to deliver effective, quality and safe patient centric care, and to identify potential areas for shared resources
- Provide leadership and oversight of programs, services, and activities for the effective operation of the Zone
- Drive improvement and innovation in service delivery models and achieving agreed upon outcome and performance goals in the Zone
- Direct the implementation of service strategies congruent with the NS Health quality and sustainability plan (health services business plan) within assigned Zone
- Enable effective integration of Zone programs and services with sites and services
- In partnership with Financial Services develop a multi-million dollar operating budget and allocate fiscal resources
- In partnership with Quality and System Performance, establish effective performance management within the Zone to support the accountability for Zone performance improvement
- Develop and maintain a strong patient/client-centered focus and culture and represent the Zone to the external market, as well as internally, through the application of community relations and marketing
- Lead or participate on all pertinent medical, administrative and Board committees
- Promote and support medical and dental learner placements within the Zone and ensure the educational experience of residents and learner is pursuant to the requirements identified and outlined through agreements with the University and any applicable Collective Agreements
About You
We would love to hear from you if you have the following:
- Medical Doctorate (with or without specialty) with evidence of past and ongoing leadership training
- CCPE/MBA/CHE is preferred
- 5-7 years’ experience at a senior leadership level involved in the planning and delivering medical programs and services provided throughout several locations with multiple partners and stakeholders; provincial committee experience
- Experience engaging, mentoring and empowering teams and stakeholders in a collaborative, participative manner to develop operational plans and achieve objectives
- Successful record of achievement as a leader, including extensive experience in improvement and innovation in service delivery in a large and diverse range of health functions
- Exceptional communications and presentation skills, both verbal and written, with tact and diplomacy, and ability to navigate complex relationships with multiple stakeholders to achieve objectives
- Strong human resource and financial planning experience and competencies with experience in resource management, budgets and long-term financial planning
- Ability to exercise initiative and vision, be resourceful, work independently, work cooperatively, adapt easily to changes in direction and to provide effective leadership
