POSITION SUMMARY
The Senior Technical Architect (STA) acts as the senior technical advisory resource for scoping, planning, configuration, and implementation of changes to the BORN Information System (BIS) and other BORN Ontario technical assets to ensure that the technology enables BORN’s mandate of improving or facilitating care for pregnant Ontarians and their families.
Bringing technical expertise and industry knowledge, they are responsible for designing, implementing, and updating complex technical systems (including integration architecture) in cloud-based environments that support a pan-provincial program. They report to the Manager, Health Networks -Technology and Innovations, in setting operational and project work plans, and budgets.
RESPONSIBILITIES
- Coordinate BORN technical team efforts to support applications and systems for the Provincial Maternal/Child Registry.
- Evaluate and select software applications, develop specifications, research vendors, and analyze impacts of new applications on work processes.
- Lead test integration standards to ensure smooth interaction between applications and manage software and product license renewals and budgets.
- Provide technical systems analysis to improve BORN Information System applications, including cloud technologies like Microsoft Azure.
- Support clinical data integration by managing complex datasets, applying health standards (HL7, FHIR), and collaborating with cross-functional teams.
- Prepare and present the technical roadmap to BORN Ontario leadership, ensuring efficient resource allocation.
- Develop and maintain architectural system design documents and diagrams, including software and hardware configurations.
- Prepare project plans and system documentation, including fit gap analyses, business cases, and support for system improvements.
- Participate in procurement processes, including requests for proposals and change requests for new software or platform architecture.
- Ensure comprehensive technical documentation and provide escalation support for troubleshooting application and network issues.
- Establish utilization audits and reports to ensure the application software meet business needs and product performance targets. Consult with vendor representatives regarding potential software or platform modifications if required. Advise management on improvements or changes as necessary.
- Recommend enhancements to system design including integration, to meet BORN’s business need and evolving digital health information models in various relevant healthcare contexts with a view to maintaining currency with health information collection, interoperability and transmission standards.
- Analyze proposed changes to internal and external business processes to determine the impact on users and their information systems, platforms and networks. Evaluate proposed changes for their potential to enhance registry operations, lower operating costs and maintain information security and privacy. Present change proposals to managers, directors, medical directors and project steering committees.
- Maintain strong working knowledge and expertise in cloud computing technologies and platforms, health data integration, and related applications and standards.
- Participate in professional development as required to maintain certifications or expertise. Recommend professional development opportunities for technical analysts and system administrators to promote team-based awareness of new trends and emerging digital health technologies.
- Perform work in accordance with the provisions of the Occupational Health and Safety Act and Regulations and all CHEO corporate/departmental policies and procedures related to Occupational Health and Safety.
- Being flexible and willing to perform any additional duties assigned by your manager. This can include stepping in to help with unexpected projects, covering for coworkers that are out of the office, or assisting with special events or initiatives.
QUALIFICATIONS
- Bachelor’s Degree computer science, IT and/or health related field (Essential)
- Certified Data Management Professional (CDMP) – Data Management Association (DAMA). (Preferred)
- TOGAF 9 Certification – Open Group Architecture Framework. (Preferred)
- Microsoft Certified: Azure Solutions Architect Expert. (Preferred)
- Health Informatics Certification. (Preferred)
- Seven (7) of experience (Essential)
- Ten (10) years in a healthcare or maternal-child health setting (Preferred)
- Demonstrated critical thinking and analytic reasoning skills (Essential)
- Demonstrated ability to work on multiple priorities effectively. (Essential)
- Demonstrated ability to prioritize conflicting demands (Essential)
- Demonstrate excellence in interpersonal, communication, collaboration, presentation, mentoring, negotiating and relationship-building skills. (Essential)
- Demonstrated knowledge of cloud computing technologies (i.e. Azure) and architecture (Essential)
- Demonstrated knowledge and experience with Linux and Windows operating systems (Essential)
- Demonstrated expertise and experience with relational database management system, including database design, data modeling, and data integration (Microsoft SQL) (Essential)
- Demonstrated extensive knowledge and experience in health information management (EHR) and interoperability (HL7, FHIR) (Essential)
- Extract, transform and Load (ETL) (Preferred)
- Criminal record check (Level 1) (Essential)
- May be required to sign other documents such as Code of Conduct and policies pursuant to hospital policy and as need arises. (Essential)
- Complete mandatory training and refreshers within designated timeframes. (Essential)
- Physical ability to perform the duties of the position. (Essential)
