Funded by the Government of Ontario and administered by CHEO, the Better Outcomes Registry & Network (BORN) is Ontario’s prescribed perinatal, newborn, and child registry with the role of facilitating quality care for families across the province. BORN collects, interprets, shares, and rigorously protects high-quality data essential to making Ontario one of the safest places in the world to have a baby. BORN also manages Prenatal Screening Ontario, whose mandate is to coordinate and oversee the operations of prenatal screening services in Ontario, supporting a cohesive and high-quality screening system.

POSITION SUMMARY:
At BORN Ontario, you will act as an equity, diversity and inclusion specialist, leader, and facilitator to advance the Health Equity portfolio in support of overall strategic objectives. You develop, lead, and support strategic initiatives and projects designed to enable equitable care and outcomes.
You will apply an equity lens and develop, implement, and evaluate policies and programs, facilitate the planning and implementation of EDI strategic initiatives, consult with a broad range of partners to ensure input, provide commentary on analyses of EDI data, and recommend and implement mitigation strategies.
The EDI Specialist will facilitate the BORN and Prenatal Screening Ontario (PSO) goals of approaching new screening implementations and other registry functions through a health equity lens, learning from and building on existing work to help understand and lessen disparities, address geographic barriers to care, and strive for more equitable uptake of early healthcare interventions and risk assessment for all pregnant individuals. Leading projects to assist BORN and PSO in further demonstrating the benefits of and best practices in reflecting social determinants of health, and supporting the integration of more equitable approaches in prenatal screening and perinatal care is fundamental to this role, ultimately contributing to the mission of improving and facilitating care of women, birthing individuals, and children in Ontario.
Central to this role are research, writing, and analysis to identify trends, interpret information to generate action plans for various initiatives. Priorities include building partnerships, consulting with service providers and key community partner groups on projects. Internally, you will facilitate conversations and/or training; monitor, evaluate, and recommend improvements to existing plans; and prepare reports and presentations for new and existing staff and partners.
RESPONSIBILITIES:
Develops and supports the implementation of health equity policies and programming by:
- Interpreting, advising on, and developing resources to advance BORN’s contributions to supporting and facilitating care and information sharing, whilst ensuring compliance with related CHEO policies and governmental policies, regulations, and legislation.
- Assessing EDI training needs, contributing to the development, delivery and sourcing of awareness building and formal and informal learning opportunities.
- Leads research, development, review and writing of policies and tools to drive systemic and structural change;
- Analyzing data and developing statistical reports on an ongoing basis, identifying trends and gaps as well as recommending and implementing mitigation strategies;
- Contributing to and developing communications and consultation strategies;
- Responding to queries regarding sociodemographic information and activities at BORN from the public, from community partners, from management, and from BORN agents;
- Sustaining knowledge of regulatory requirements and EDI expertise by committing to self-learning through research, attending events, and networking with partners in provincial organizations to develop, share and implement EDII wise practices;
Supports on-going BORN and PSO objectives through creating and implementing perinatal and child wellness and data governance plans by;
- Acting as an internal consultant to assist in developing project concepts, plans, and options;
- Participating in strategic or business planning processes, conducting/managing research, best practices, and operational reviews;
- Participating in and/or facilitating advisory committees, consultation groups, and other conversations to ensure BORN is considering and incorporating recommendations, lived experiences, and concerns from outside the organization;
- Conducting needs assessments to identify and assess partner needs and service or policy gaps;
- Researching and analyzing policies, data, issues, and reports, developing appropriate solutions and formulating recommendations as they relate to the delivery of services and programs;
- Analyzing and compiling research findings, drafting reports, charts, and spreadsheets to communicate findings and trends pertaining to program/service delivery, or policy development;
- Developing or consulting on the development of communications materials;
Leads EDI projects and initiatives from concept to implementation by:
- Reviewing and researching relevant data and literature;
- Researching and analyzing current situations to develop project scope documents with the support of BORN project management colleagues;
- Conducting environmental scans, identifying trends, interpreting assessment results, and converting findings into action plans;
- Consulting with other provincial organizations and with key community and/or internal groups;
- Reviewing organizational priorities and other strategic plans;
- Identifying partners, program resources, and budgets related to the issue being studied;
- Managing concurrent, complex, and often highly sensitive projects, and bringing projects to completion on time and within budget alongside BORN project management colleagues;
- Supervising external consultants;
- Organizing, developing, and implementing project management structure and work plans;
- Managing and monitoring project deliverables and milestones;
- Ensuring there are accountability mechanisms built into project design and that all requirements are met
- Developing a risk management structure and recommending mitigation strategies to BORN Management;
- Ensuring alignment with overall BORN and CHEO policy frameworks, goals, and objectives;
- Providing leadership, guidance, and assistance to program/project staff; and
- Evaluating project results and preparing reports for BORN Management and making recommendations to facilitate strategic decision making, as required.
Contributes to the overall effectiveness of BORN and PSO’s EDI work by:
- Supporting the Manager of Health Outcomes by engaging in conversations, creative problem-solving, and raising critical issues and areas requiring attention;
- Establishing and maintaining effective working relationships with and across BORN and PSO management portfolios, healthcare data provider organizations, other provincial programs and organizations, community leaders and members, and partners across TEAM CHEO (CHEO, Research Institute and Foundation) corporations and departments;
- Exercising diplomacy and tact when aligning to and addressing needs of partners with organizational priorities and constraints;
- Monitoring and remaining informed of current issues and trends and applying strategic foresight to plans;
- Making recommendations for service improvement;
- Keeping BORN Management informed of emerging social, organizational, or other issues;
- Representing BORN at and reporting back from external and internal tables, conferences, training, and other events to share best practices, build relationships, and contribute to solution building.
- Performing work in accordance with the provisions of the Occupational Health and Safety Act and Regulations and all CHEO corporate/departmental policies and procedures related to Occupational Health and Safety; and
- Performing other related duties as required.
QUALIFICATIONS
- Completion of a 4-year university degree in Humanities, Social Sciences, or a related area or equivalent experience (5 years) in leading and developing EDII policies and programs in a professional capacity. (Essential)
- Experience in government, healthcare organizations or complex community-based organizations is an asset.
- Minimum of 5 years of experience directly related to the development and implementation of health equity policies and programs, data analysis and management, stakeholder engagement, awareness-building and training programs. (Essential)
