Overview of the Better Health Outcomes: What’s Holding Canada Back 2023 CEO Forum

On November 2, 2023, the C.D. Howe Institute and HealthCareCAN, hosted a conference entitled “Better Health Outcomes: What’s Holding Canada Back?” The CEO Forum brought together presenters and participants from both the private and public sectors. Dr. Lawrence Rosenberg, President and CEO of the Integrated Health and Social Services University Network for West-Central Montreal and the co-chair of this committee was one of the speakers. The conference focused on challenges in our nation’s healthcare system, including health workforce shortages, data availability, improving quality and efficiency, and addressing governance and systemic reform questions.

The outcomes of this meeting, along with previous HealthCareCAN policy work on health system innovation will be used to inform HIAC discussion and action.

Purpose

The Board of Directors has established an advisory committee that focuses on issues related to health innovation, health system transformation and health policy. The advisory committee advances HealthCareCAN’s position on health innovation in Canada and proposes actions reinforcing HealthCareCAN’s advocacy role.

The Health Innovation Advisory Committee provides advice to HealthCareCAN’s Board of Directors, President and CEO, and Vice-President, Research and Policy, on matters pertaining to health innovation, health system transformation, and health policy.

Mandate

  • To provide advice and lead HealthCareCAN Board of Directors discussions on matters pertaining to innovation and transformation. The advice will also assist the President and CEO and the Vice-President, Research and Policy on actions to be taken;
  • To advise on policy direction and the perspective of Canadian healthcare leaders on HealthCareCAN‘s narrative and how to be an agent of change;
  • To provide thought leadership advice to HealthCareCAN on transforming the health system across the continuum of care;
  • To provide, from their own experience, expertise on models of care and health innovation;
  • To recommend to the President and CEO and the Vice-President, Research and Policy, the top health system transformation issues for further development with HealthCareCAN members.

Qualifications/Experience

  • Senior leadership role in the health sector;
  • Strong understanding of pan-Canadian health policy issues, trends, and challenges;
  • Demonstrated understanding of Canadian healthcare policy;
  • Demonstrated understanding of HealthCareCAN’s mandate.

Membership

The Health Innovation Advisory Committee is composed of up to 14 HealthCareCAN-member senior leaders including two co-chairs. For the first two years, members will be appointed by the Governance and HR Committee of the Board of Directors. Geographic and gender balance, Indigenous health perspective, and diversity among committee members will be considered. External input may be considered where necessary. Following this two-year period, periodic calls for interest will be done by HealthCareCAN based on need and members will be appointed by HealthCareCAN.

For the first two years, HealthCareCAN shall appoint the co-chairs and subsequently the committee shall appoint the co-chairs from among the committee members.

Members of the Health Innovation Advisory Committee will participate in approximately three virtual meetings annually (with possible in-person meeting(s) if required). Committee members shall serve for a minimum two-year term with the possibility of renewal.

Meetings and Coordination

  1. There shall be a minimum of three meetings of the committee held in each year at times agreed upon by members of the committee.
  2. Meetings will primarily be held virtually.
  3. Meeting agendas will be developed by the President and CEO and Vice-President, Research and Policy in consultation with the committee co-chairs for distribution prior to meetings. The office of the Vice-President, Research and Policy will organize the meetings and prepare materials.
