November 4, 2025 (Ottawa)––HealthCareCAN, the national voice of hospitals, health authorities and health research institutes across Canada, welcomes the federal government’s 2025 budget.
“Budget 2025 makes a decisive investment in attracting and retaining top talent to Canada’s health research and innovation system,” said Dr. Robert McMaster, chair of HealthCareCAN’s Board of Directors. “By investing in Canada’s researchers, and attracting new talent to our research industry, the government is strengthening our ability to make new health discoveries, translate those discoveries to improved patient care and create new commercial opportunities for Canadian innovators.”
Budget 2025 signals an important step toward realizing the opportunities of a successful research ecosystem and sets a strong foundation for Canada to compete globally for talent, retain and support highly qualified researchers, and translate discoveries into real-world impact.
“By investing in the research talent that drives discovery, Canada is making meaningful progress toward a stronger, more resilient and more innovative health system,” said Michelle McLean, president and CEO of HealthCareCAN.
As one of the signatories of the Coalition for Canadian Research’s open letter to the Prime Minister and Minister of Finance, HealthCareCAN is pleased to see the federal government act on the Coalition’s key recommendations by limiting the impact of spending reductions on the federal granting agencies and committing to the planned increases to core research grants scholarships and fellowships announced in Budget 2024.
Another key highlight for HealthCareCAN is the creation of a $5 billion (over three years) Health Infrastructure Fund to ensure hospitals, emergency rooms, urgent care centres, and medical schools, will be able to respond to the health care needs of Canadians. This fund marks a milestone for Canada’s health system and directly responds to HealthCareCAN’s long-standing call for an independent, sustained infrastructure funding stream for health care.
“Budget 2025 recognizes that world-class care requires world-class infrastructure,” said Michelle McLean, president and CEO of HealthCareCAN. “Today’s commitment is a critical step toward strengthening care, protecting patient safety and supporting the health workforce.”
