THE POSITION

We are seeking an exceptional, strengths-based leader who is passionate about children, youth, families, and the interprofessional teams dedicated to delivering safe, reliable, and excellent care. The program provides inpatient rehabilitation, day program services, and complex continuing care, supported by a highly skilled team of regulated health professionals. Together, the team is committed to compassionate, specialized care in true partnership with clients and families.

The Clinical Operations Manager is accountable for the safe, high-quality, efficient, and effective day-to-day operations of the inpatient and related programs. They foster a healthy work environment that promotes high staff engagement, psychological safety, continuous learning, and shared accountability. Leveraging data, evidence, and strong stakeholder engagement, the manager ensures operational systems, workflows, and clinical practices align with best practices and enable optimal, client-centred care delivery.

In addition to operational oversight, the manager is responsible for key human resources functions, including recruitment, performance management, attendance and labour relations support, as well as budget stewardship and fiscal accountability to ensure resources are aligned with program needs and organizational priorities. A solid understanding of clinical risk management, models of care, client journeys, and system flow is essential to anticipate service needs, mitigate risks, and ensure seamless client and family experiences.

The role also leads and contributes to short- and medium-term strategic and quality improvement initiatives. This includes advancing priorities identified in the hospital’s strategic plan, annual operating plan, and program goals, with a focus on operational excellence, system integration, and measurable improvement. The manager will be influential and integral in system planning, fostering partnerships across programs, community organizations, and external stakeholders, including working in partnership with Safehaven to oversee the Transitional Care for Medically Complex Children program, to enhance service coordination and strengthen care pathways.

KEY RESPONSIBILITIES

Program Management:

  • Leads by engaging and mobilizing people in the clinical operation of program services
  • Establishes and ensures that program activities are in alignment with the organizational mission, vision, values and strategic plan
  • Develops an annual operating plan for assigned service including goals, objectives, quality and safety indicators
  • Demonstrating strong fiscal stewardship through responsible budget planning, resource allocation and financial accountability
  • Accountable for continuous quality, safety, and process improvement of service area and leads and/or contributes to corporate wide initiatives
  • Monitors, assesses, and responds in a timely manner to quality, safety, risk and other performance/outcome indicators
  • Facilitates integration of clinical, research and educational programs
  • Collaborates with community partner/coalitions to advance system change on local, provincial, national or international levels.
  • Works collaboratively with managers and leaders across the organization with the goal to deliver consistent services to our clients and families and consistent experiences and application of policies to employees.

Resource Management

  • Promotes and facilitates a safe and therapeutic environment in accordance with best practices for the provision of care
  • With support from and collaboration with others, manages human resources including recruitment, orientation, performance management and evaluation
  • Effectively responds to opportunities identified to enhance service delivery and staff satisfaction (e.g. staff engagement surveys, open forums, business meetings, etc.)
  • Coaches and develops direct reports with support from and collaboration with others, by leveraging management and leadership best practices and evidence
  • Responsible for maintaining a balanced operating budget
  • Develops and manages financial and statistical budgets by analyzing complex financial and statistical data, including workload and utilization indicators and preparing monthly and quarterly variance reports for the Senior Director and adjusting operations as appropriate to maintain budget performance
  • Responsible for managing the program’s material, financial, and information resources

Professional Practice

  • Facilitates an interprofessional collaborative approach to care recognizing and maximizing the unique contribution of each team member
  • Collaborates with Collaborative Practice Leaders to integrate corporate objectives for “professional practice” into day-to-day operations by supporting and ensuring consistency in standards of practice
  • Supports the implementation of best/leading practices, quality documentation and accountability models
  • Fosters a just, coaching culture within a strengths-based practice environment to enable health service providers to deliver their best care and to transform outcomes for children, youth and families

Research and Education

  • Promotes an environment that facilitates research, education and the integration of evidence into practice
  • Fosters student education, learning and development for staff
  • Demonstrates a lifelong commitment to relevant on-going professional development and continuous learning

QUALIFICATIONS

  • Specialized experience in paeidatric intensive care, acute care and or transitional and chronic ventilation
  • Regulated Health Professional with relevant college registration in good standing
  • Masters degree in health administration or related field with a minimum of two years progressive leadership experience in a health care setting required
  • Experience in an operational management role in clinical services in a health care setting preferred
  • Project management certification preferred
  • Formal quality and/or process improvement training/certification an asset
  • Canadian Health Executive Certification and experience in pediatric rehabilitation are assets
  • Strong leadership skills and demonstrates proactive approach to mobilizing and managing human and material resources within service area to optimize service delivery
  • Strong sense of personal accountability, mature judgment, and ability to exercise independent discretion at all times
  • Must be able to organize, prioritize, and balance effectively competing priorities
  • Ability to analyze complex financial and statistical data (i.e. workload and utilization indicators)
  • Proven ability to manage operational budgets
  • Effective people management, coaching and mentoring skills
  • Proven working knowledge of management and leadership principles and best practices
  • Proven ability to manage conflict effectively leveraging best practices in conflict resolution and coaching
  • Proven ability to manage patient and family relations
  • Demonstrates excellence in effective communication and problem-solving skills with the ability to build and sustain collaborative relationships internally and externally
  • Proven commitment to research and quality improvement activities
  • Demonstrates successful management of and leadership for, small and large scale projects, leveraging best practices/methods of planning, implementation and evaluation
